EDA vendors incorporating gcc/mingw/gdb

A lot of EDA (=Electronic Design Automation) vendors include gcc/MinGW/gdb
in their products. These are usually very expensive, large, proprietary
software system where a C/C++ compiler is just one of the components.
Now, the last paragraph of the GPL says:
This General Public License does not permit incorporating your program into proprietary programs.
I assume that those vendors are not all breaking the law, so how should I understand the term "incorporate"?
If a windows installer that installs a big software system places MinGW/gdb into that system subdirectory and then a proprietary GUI calls gcc in the backend and displays its output on the transcript area, then is it incorporation or not?
