Whilst the logic of getting to this figure seems sound to me (although perhaps I'm the only person with a DVD writer and no DVDs lying around!), the figure does look immense, and a definite barrier to the notion of anyone any to tweak and reinstall code on their devices.
Of course, this sum may only be paid once, to acquire the source from the distributor, since it could be mirrored / provided onwards without charge, if someone with the source wished to do so.
(GNU GPL 3.0 adds the word "reasonable" into the mix, with the expression limitation of charging for distribution on physical media; distribution otherwise than on a durable physical medium must be without charge.)
