How to proceed GPL violation of Spice Mi-310 and CSL Mi-320 devices?

 I have the CSL Mi-320 device same as Spice Mi-310.

 Me and Community want to developing the CSL Mi-320 device.
 I try to get the kernel source and other modules source that used in 
 the device, but I'm stuck, I can't find anything.

 This is the specification of the device:

 The device is runs Linux 2.6.32.9 kernel, gdbserver and some specific 
 modules that under GPL license.

 I can find anything about the update firmware on anything on the vendor 
 website.
 to get more info inside the system, but I dump the system and kernel to 
 see all information about the device.

 I search the C8093 device on the net and I see on kernel defconfig too, 
 the device is build by Cellon Communications Technology.

 I try to contact the Cellon Communications Technology by email to 
 answer where i can get the Kernel and other modules source code.
 But untill now, there is no answer from Cellon Communications 
 Technology.
 And I also send email to the CSL, but same. No answer.

 Does anyone have any suggestions how to proceed GPL License Violations 
 committed by Cellon Communications Technology?
