My understanding is that you can not add restrictions to GPL and still
call it GPL.

You can add additional license grants which is not given by GPL, but
those need to be optional, allowing others to redistribute the work (or
derivates) using GPL alone if they like. (well, not actually sure on the
optional part)

You can add clarifications on your intentions with the licensing, but
those are not binding as a license.
