gpl violation in rocksndiamonds program

What code, exactly?  I downloaded the package, and the source code in
that directory looks OK at first glance.

If there actually is some code that was not GPL-licensed by its
copyright holder, that person can enforce his rights by using the
sanctions and remedies specified in copyright law.
