Who has the rights to claim GPL copyright infringement of linux ??

Maybe but it was my knowledge on how this card worked which came up the
settings for this card which was included in this version of kernel
which is licenced under the GPL Kernel. 

Someone else is using my ideas/knowledge without following the rules of
the use of the linux kernel.
