Now, that is interesting. Making modifications does not remove an
obligation to obey the licence. They must abide by the terms of the GPL
with the original code or modified versions of it.
I suppose the key question therefore is what gets delivered to people
who order the software. It's still not necessarily a violation if the
product actually shipped to purchasers comes with a copy of the GPL
licence, copyright notices intact, and the source (or an offer to
provide the source).
