It does not matter whether you can apply GPLv3 or GPLv2 only. Of course,
the copyright holder may decide not to distribute his software under the
GPL anymore. However, the users of the software have already been
granted the right to copy, modify and distribute the software. He cannot
take that away from them retrospectively. As long as he provided every
recipient of binaries with the source code, he can even stop providing
the source code. Whatever he does, however, does not affect existing
copies of the software.
His advice "If you are currently distributing the atscap or pchdtvr
packages, or any part thereof, it is in your best interest to destroy
all copies in your possession and notify all recipients of either the
atscap or pchdtvr packages, or any part thereof, that the licensing
under the GPL for both packages has been revoked by the author." is
therefore just an advice, nothing more. You can decide whether to remove
the packages from your machine or not.
