I've never seen a makefile that produces a digital signature.
I can imagine a makefile that has a target which invokes gpg or
another signature-generating application. But that doesn't mean
that gpg or the secret key file is part of the makefile. The same
goes for /bin/rm - it isn't part of the makefile just because
there's a target called 'clean'.
