various ways of using CMS

Hello,
I have noticed several web sites that are clearly based on some CMS such as
Joomla for example, but all information that CMS is Joomla and that it is
issued under GPL license have been removed.
Even more site is copyrightedby web designer whihc learly used default
template that is issued under GPL too.
May we consider this as a violation of GPL and ask webdesigners to keep
information that CMS is let say Joomla and that link to GPL license must be
shown.
However, the content that webdesigner may put on the site . i.e. text.
photos,... may be licensed in a different way.
Please advise.
