I'm reasonably confident that this was not the intent of the GPL, or of
GPLv3. There is no provision that says the vendor must make it possible
for you to run your _own_ version of Linux on the same phone, with all
of the features. 

It just states that if they ship the phone with GPL components, you must
be given access to the source of those GPL components, as part of the
license they agreed to when they decided to use them in their solution.
