That's the one they say is the 1.9.6.9 code. It's a 140MB file, so it must be
the entire tool chain.
They say, in a comment next to the download link for the above URL:

of this license. We include a copy of the GPL with every CD shipped
with our product. All future firmware updates will also be accompanied

Note that we do not offer direct support for the distribution.
But, that's not right. There was no copy of the GPL on their CD.
rgrep says the string GPL occurs in:

But, it seems that actually opening those PDF's and searching for the string
produces nothing.
