I don't see the 1.9.6.9 source code.  Could you link directly there? 
However, it doesn't really matter.  This ISN'T sufficient.  They can 
take as long as they want distributing the 1.9.7.0 source or written 
offer.  But they CAN'T distribute the binary first!  These "delays" are 
ridiculous; the idea is that they're distributing MOST of the source, 
but never what people WANT.  It's a flagrant violation of the GPL. 
Again, there's no hurry "preparing" the source.  Just delay the binaries 
the same amount of time.
