Could be. The GPL does not say a download link is mandatory. Instead, NetCom
should either:

a) accompany the device with the source code (often: on a CD in the box)
b) there is a written offer for the sourcecode, valid for three years, with
the product

Or, if you prefer the longer versions, read the GPLv2 sections 3a and 3b :)

If the machine does actually run Linux of course. Using nmap is a good
indication but no real proof.
