Even more precise: has to be available to those who receive binaries. 
I could hide the source behind a password-protected URL and give
the password to customers who buy binaries from me. 

(Of course those customers can then take the source and put it
on a public website, but that's their choice)

Maybe there's a written offer in the product documentation?
