no source code for GPL licensed plugin

I see that the author's page says the plugin is under the GPL, and 
provides a non-functioning source link.  The first question is whether 
Miranda plug-ins are derived from Miranda, which is under the GPL.  If 
they are, then Simpson is violating the GPL by not providing source for 
his derived code.  If it is not a derivative work, he is being 
irresponsible by claiming code without source is under the GPL; however, 
he is violating no law.
