I think what you are referring to is dual licensing. It is completely legal
under the GPL and does not remove any freedoms of the GPL. Basically how it
works is that you may use the program freely under the GPL as long as you
too respect all clauses, or you can license the application under a
commercial license where you are not obligated to publish the source or
contribute patches back upstream.
