When does a vendor need to provide sourcecode for products?

 	The offer for sources does not mean that they have to be 
downloadable, though it is the preferred way. If you request the 
source, they may offer it to you via postal mail on CD or DVD or 
floppies, but they must provide it upon request, and they may even 
charge a reasonable fee for producing them or delivering them on this 
media.
