Possible violation by Arcom

Hi,

Arcom's 'Vulcan' board - a Linux-based XScale board - is supplied with
a pre-built kernel in flash. They themselves say that their product
contains GPL'd code (under 'License Issues' at http://www.arcom.com/devkit-linux-vulcan.htm)

We have asked for source code and compilers (I believe the GPL states
that cross-compilers and all build tools must be supplied) but we've
been told we have to buy the devkit at 595UKP.  Shouldn't these be
available for just the cost of media distribution?
