According to you it is likely that cvc.exe is derived from the ffmpeg
sourcecode. Let's assume that is true, what problems do you have with it
and what do you want to do about it?

You can spam this list with "project X contains Open Source code Y"
messages, but it would be more usefull if you would take action. A
starting point is reading http://www.gnu.org/licenses/gpl-violation.html
