ISL Light : GPL violation

I found a gpl violation on ISL LIGHT vnc (remote control software).
They do not provide the right source code of the modified product. The 
source code found in their web site is very
old, and some source code is even not provided and no script to compile 
the software is provided. Their is no GPL license text in the software. 
They based their product on Real VNC product.

Do i have to contact Real Vnc dev to submit the case?
