I hope the next version of the GPL fixes this.
Buffallo must have the resources to provide the source for download at 
nearly zero-cost. They sould not be allowed to crete "artificial 
restrictions" for getting the source. "Processing fees" should be forbiden!

By the way, when the GPL allows them to substitute the sources for "an 
offer", it saves them a lot of money. If they don't want to process the 
"offers" for free then they sould opt for distributing along with sources!
